Help with Aspect ratio

I have crt tv so I use the scart output and a converter to A/V cable.
Some channels broadcast in 4:3, but the image needs to be stretched to 16:9 in order to be displayed normally. (see the attached image)

I tried System>A/V>Scart:
Aspect ratio: 16:9
Display 4:3 as: tried all options here, but none works as expected.

Any help?
